No. The selected region is re-rendered from the decoded audio and written as 16-bit PCM WAV, so nothing is re-compressed. The trade-off is size — WAV is uncompressed, so the clip is usually larger per second than a compressed original.
If a cut lands in the middle of a waveform the sudden jump to silence is audible as a click. A tiny fade on each edge removes it without changing anything you can hear. Turn it off if you need the region sample-for-sample identical.
